The Kingdom of Bhutan

PA Consulting Group (PA) helped Bhutan understand how biometrics could improve and strengthen their border control

Bhutan needs around 200,000 new workers over the next few years to deliver a series of hydroelectric projects which will be crucial to the country’s ongoing development. As most of these workers are likely to come from neighbouring India, Bhutan’s Department of Immigration needed to strengthen its border control, while still encouraging skilled immigrants to enter.
PA was called in to determine, via a rapid feasibility study financed by the Liaison Office of Denmark (Ministry of Foreign Affairs), whether biometrics could be used to identify people quickly and accurately, strengthening the country’s borders. The study involved reviewing existing immigration processes, technical options and available resources.
PA concluded that introducing biometrics would be possible, and designed a distribution of 10 strategically-located, biometrically-enhanced immigration check points. This provided the same benefits as enhancing the whole network of 20 immigration control posts, significantly reducing complexity and costs.
